I have a problem with logistic robots. I'm trying to get steel and repair packs in the same storage space. So my setup is: There is a passive provider chest thats full of steel and i have a requester chest requesting steel on the side of a roboport ( I have set up requester chests on every roboport). but when the steel is in a requester chest i cannot get items from that chest (Via the inventory requester). So i tried to add a inserter moving from the requester chest to a storage chest, but then the robots are just moving them back to the requester.
I've also tried to add a Active provider chest at the position of the passive one and have a storage chest but then it will just fill the chest up and i wont have space for the repair packs. so i just dont get it. Is there a system that makes:
"This storage chest cannot recieve steel"
for example or
"This storage chest cannot give items to requesters, only to construction robots and player."
So as I've said I dont understand this at all... Please help me.

Not possible.
The best you can do is request the ingredients and build the products locally.

The picture in the tech tree does a pretty good job of explaining how the chests work.
purple goes to blue and yellow (think this is the active one, which means keep me empty)
yellow receives from player trash and purple, and empties to blue (storage chest)
red only goes to blue (passive, which means don't empty unless needed but also don't fill me)
blue only receives items that are requested and doesn't empty to any other (the requester)
that's basically what the chests tell the robots
there may be a way to do what you want with the circuit network instead, but don't know for sure, when you hook stuff up to the circuit network that is also connected to the logistics network you can have 1 condition for circuit and another for logistics
not for sure but there may be a way to say only request these items when there isn't any in this other chest
(don't have my computer with me right now)

The Roboport is the home for all Robots. It also spawns an area of 50x50 , in which the robots can fly.
The orange square represents the reach of logistics network where logistics robots can move.
The green square represents the extent of construction network where construction robots can repair, construct or remove structures.
