Production/Consumption menu for fluids

TL;DR Similar to the production/consumption menu for solid objects, fluids should either be added to this menu or a separate fluids production/consumption menu should be created.

Here's an example of when it would be useful. Right now I'm trying to figure out if I have a net surplus or deficit of each of heavy oil, light oil, and petroleum gas, so I can figure out how balanced my cracking is. However, the only tool I have for this right now is to mouseover the storage tanks and monitor fluid levels in real time, which is a pretty imprecise method for the task. It'd be really handy to pull up a menu and see 1s, 10m, 1h, 10h graphs like we can for solid goods.
