weapon stats with [number] + [another number]

I don't understand the weapon stats because they have two numbers, typically. See the below screenshot.

There are two numbers for shooting speed, and two numbers for damage. While I was writing this post I realized the likely explanation: Is that base + bonus from my research? Would just like to confirm.
