I know how you're always looking for big savegames to see if there's possible optimizations to be made in the game. Not sure if this is the right board for this.
Mine isn't as bad/big/awesome as this one, but my framerate is now between 30 and 37FPS. I tried if running in 30fps mode helps, but that just halves my framerate again, bringing it to 15-18. Also, I tried if changing the max threads under options->other would make a difference, but it doesn't.
I am running testmode mod to disable the nights(I still haven't gotten around building accumulators)
My specifications are:
AMD Phenom II x6 1050T
8GB DDR3 RAM
HD5850 1GB
Windows 7 x64(and the x64 factorio game)

For starters I would like to say that the factory is really very nice, with all the train system etc.
Sadly, most of the optimisations were suited for different setups, and the biggest update drainer is transport belts in this factory, and there haven't been optimised, so yes it is faster (On my cpu that has more or less same performance as yours I get 60 or almost 60 fps, but with a just tiny reserve).
I put the save into my [Preformance test] saves folder (yes in 0.9 subfolders in save directory work) and I will probably use it as reference once I get to the more brutal transport belt optimisation I have in plan for the future.
Anyway, I put the report to solved for the next release now.
