These suggestions are closely related:
1. Make worms dependent on the evolution value: Especially don't make big worms spawn to guard small biter nests early on, because that is disproportionate and unfair.
2. When an alien base or expansion is made, make it start out small at first, with small biter nests and small worms. Then it will proceed to grow (at a rate of maybe 1% of the evolution value a minute), until it reaches the current evolution value.

That is one thing that I found "Annoying" when I was trying to mod in more worms... there is no way to specify when it can spawn in relation to evolution factor. Modding in growth is technically possible with scripting though.
I suppose if Evolution Factor was a factor for if and when worms can spawn, it could also be used to control if and when spawners can spawn too.
But I agree, the ability for Worms and Nests to start out small, and grow would be good.
