Inserter arms on moving object?

Seeing the Spidertron from Friday Facts my question is, is something like that even possible with the modding we have access to right now?
Because i have an idea for a vehicle, that can pickup items, or maybe even mine, even while moving, like the train in that same Friday Facts,
but to be more visually appealing, using inserter arms instead of lasers.
