Case of an Item bomb

Hello

I was playing some Factorio lately on version 0.12.19 when I ran into a case where the so called item bomb still could happen.

Originally there was a passive provider chest whitch i wanted to change into a normal chest. I had no steel chest on me so i used a wooden one. Obviously there was not enough room in the wooden chest.

I included an attachment on whitch the item bomb can be seen.

That's by design :) Replacing containers with larger containers while not having room for the contents causes the contents to spill.

So did they actually mean it like this? Because they made it so item bombs wouldn't happen when deleting a chest. So why then when changing the chest to another one?
