Long description
Its basically just a copy of the normal electric-discharge device as found in 0.12.10 of the game with the following changes:
- autotriggers whenever an enemy gets within a range of 5
- holds enough charge to fire 2 times
- reloads slowly (20s for full recharge)
- fires faster (once every 60 ticks (1s))
- size reduced to 2x2

I think this makes the device more suitable, but balance is tricky:
- Having one in the inventory feels still weak, but should be worth the inventory place now.
- Having 10 allows you to cut a aisle trough an enemy base just by driving trough with a tank. (I originally let it hold 5 charges, but and that was enough to completely destroy a middle sized base.)
