When trying to connect to a multiplayer game when mod lists / setup does not match, the game currently just lists all the mods that the server is using.
This is not overly user friendly, especially with large mod lists.
I propose an enhancement as follows:
Local client, once mod list is received from server, displays the following 3 sections:
Add these mods, remove these mods, and use the same versions for these mods.
"Add these mods", shows a list of mods the server has, but you don't.
"remove these mods" shows a list of mods you have, but the server doesn't.
"use the same versions for these mods" shows a list of mods that match in name, but have different versions.

If you're sugesting the game automatically downloads mods... where is it going to download them from?
Downloading from the server could have issues, if the server is on a slow/limited server, this could be a very bad thing.
downloading from the source, is only possible if the source is a factorio owned server. This is the ultimate aim of the factorio central mod site though.
If you're just sugesting a filter, yeah, that would make sense.

I think he just wants a clean list sent to the user telling them what their missing or what version of something they need.
Green = match
yellow = version miss match
red = missing.

I am also suggesting the filter only lists the differences between server and client.
You do not care about the mods that match up, only those that don't, since that is what prevents the game from starting.

also, Green, Yellow and Red isn't exactly friendly to people who are colourblind (Dichromacy due to faulty X chromasone, fairly common in males that only have one X chromasone). Red and green are the same shade of darker yellow, and yellow is still yellow.
it's why the green on trafic lights actually has a blue tint in it.
Match = white
Yellow = version missmatch
Red = missing
Blue = don't need it
Unfortunately the game can't just turn off mods that you don't need... you currently have to manually disable them, then restart the game.
