I would like a type of combinator that can interact with the energy system so I can make a fully independent Backup Power system. (Please tell me if there is a mod already if there is one )

There is a mod that lets you "measure" on Accumulators. It's named something like Smarter Circuits, and I'll try to find it for you.

Note that I haven't used all of the items/functionalities from that mod, but the thingie to measure on stuff definitely works when measuring on an Accumulator.
