[2.1.14] No automatic construction request for ghost fast inserters on platform

What did you do?
----
Launched a full stack of fast inserters to a platform that stays in orbit (source - "Science Platform"), counting on it to efficiently fill a mobile platform's (destination - "Fulgora Ship") construction request.

Tweaked an existing platform's design - destination ("Fulgora Ship") - to place more inserters. It has a request group full of inserters (50 of each type) that was unchecked.

Check box state:

1. Construction requests on destination: TRUE
2. Supply other platforms on source: TRUE
3. Supply other platforms on destination: TRUE


What did you expect to happen?
----
For a construction request to appear in destination, then for it to be filled from source (or another platform), then for the inserters to be built.


What happened?
----
No construction request appears in Fulgora Ship - not even "Fast Inserters" set to zero, just no entry.

Failed workarounds. On destination platform:
1. Delete ghosts and undo
2. Delete ghosts and copy-paste new inserters
3. Delete ghosts and place new inserters

Successful workaround. On destination platform:
1. Created a new request group inserters (from other platforms only)
2. The construction request appears
3. Inserters arrive and were constructed

All of this occurred with both one inserter-from-platforms request or multiple requests (request only 1 and watch them trickle in).

Further testing:
1. Upon construction of the existing backlog of ghost inserters...
2. Delete the temporary inserter request group
3. Place enough new inserters to use up the platform's inventory, creating a ghost
4. Construction requests will appear - for N inserts and zero platform tiles as well
