[2.1.14] Quality can't load properly

Wanted to start a new run on latest experimental version on vanilla
When i tried to enable quality it wouldn't load properly -

Factorio works properly only without quality (sure if enabled only Base, Elevated, Recycler, Space Age)
I tried already fully uninstall and verify integrity of game files after that nothing really happens after that
It happen always if quality enabled

That file should no longer exist, it was removed in the 2.1 update. Try deleting it manually and then verifying files again.
