2.1.14 Space Platform Dropping items to planet when platform is requesting them

I have a "shuttle" space platform set to request ammo from other platforms at any location (orbital ammo factories at every planet) I also have those orbital ammo factories set to drop ammo to Nauvis and Gleba.

The shuttle is dumping it's entire ammo supply to those planets, even though it has a request amount set.

Platforms should not drop items that put them in a position where they would be requesting that item at the location they are at.

Minimum save attached - the platform should not be dropping it's last 100 ammo.
