[2.1.14] Wrong tooltip text when hovering over "Effects"

1. What did I do?
I'm researching "Rocket part productivity 3". Then I click on the follow up research "Rocket part productivity 4" in the research screen. Then I hover over "Effects".

2. What happened?
The tooltip text for "Rocket part productivity 4" is ""Rocket part productivity: +10% [+20% => +30%]", It's the same as for "Rocket part productivity 3".

3. What did I expect to happen instead?
The tooltip text for "Rocket part productivity 4" should be ""Rocket part productivity: +10% [+30% => +40%]".

4. Does it happen always, once, or sometimes?
It always happens. I think it's not only like that for "Rocket part productivity". I think all technologies with levels have this phenomenon.

btw: I'm using Linux.
