Draw tooltips over QuickBar

I recently found out about expanding the width of the quickbar in "The Rest" of the settings; this is really nice!

However, when I've expanded it, it covers the tooltip on the right, and I'm unable to scroll past to see all the details.

Since when you hover on the toolbar you get popup tooltips instead of side-bar tooltips, it seems like an easy win to simply draw the right side tooltip over the quickbar, so we can see the full details.
