I am not seeing anything broken here. Cut tool is an item (even if its cursor-only item), and as such it is a valid signal to appear on a circuit wire and be used inside of conditions.

My mistake. It doesn't seem to me that copy, cut, etc, are valid criteria since I did not see them as a selectable signal. Just created a bit of confusion when I clicked there after hitting ctrl-X.

If you click a constant combinator with CRTL-X, then that signal is not put in as criteria. So there are some inconsistencies.
