[2.1] Mining drill tooltips should show a potential mining speed like how assemblers now do

Version 2.1 updated the tooltips for assemblers to show a potential crafting speed when taking ghost modules and beacons into account. This does not occur for the mining speed on mining drills however

Current Behavior
No potential mining speed shown.

Expected Behavior
A potential mining speed shown in a similar way as the potential crafting speed is on the foundry.
