Game version: 2.1.9 (build 86829 expansion, win64)

1. What happened?
Expansion group reached its destination, then the biters become inactive. Aggroing the biters by going nearby makes the biters form a base normally after deaggro (presumably because the chunk was marked inactive). However when another expansion occurs nearby, thus making the chunk with the biters active, they remain idle.

2. What did you expect to happen instead? It might be obvious to you, but do it anyway!
Expansion group creates a base upon reaching destination chunk.

3. Does it happen always, once, or sometimes?
Once.

Anyway for an upcoming 2.1 release, I made it so they will just start building the base when the main group arrives
