[2.1.9] Changes for technology localisation?

I just received this message on the console:

However, I have the appropriate localisations in my mod:

[technology-description]
hps__ml-turbo-miniloader=A turbo miniloader. Can keep up with turbo belts.

2.1 seems to add a ",level=1" here, do I need to modify my localisations to match that?
