Add ChangeRecipeQuality modifier

Currently, we have ChangeRecipeProductivityModifier type effect. I wonder if we can add ChangeRecipeQualityModifier as well. And while we are at it, maybe do it for each modifier type: speed, efficiency, prod, quality, pollution. The use case for such interface is for mods that unlock easier quality ratio after some research, and maybe a whole bunch of other effect as well.
