[2.1.8] Train signals on hidden elevated rails interactable

Train signals/chain signals on elevated rails that have been hidden can still have their tooltip viewed, and can be placed/removed on hidden elevated rails when the "hide tall buildings" setting is on.

Thanks for the report. Apparently "hide tall entities" is "hide tall entities and prevent them from being selected by the cursor or selection tools".

This is now fixed for the next release.

One additional issue somewhat related to this is that (as of 2.1.9) when placing signals, signal positions on elevated rails are still eligible even when the "hidden elevated rails" option is enabled.
