Add a tall entities only toggle

I've been messing around with a new compact train network bp design and the toggle elevateds made it so much easier to signal the lower rails (amazing change!) and I found myself thinking that being able to see only elevated rails would also make it a lot easier to signal tightly packed elevated sections of intersections. It could toggle between nothing hidden, tall hidden, and not tall hidden.

It can get a bit crowded.
