[2.1.8] Issue with Steam not stopping program

There are no active processes for Factorio, yet Steam gets sick on STOPPING the program, necessitating a restart of Steam itself to start Factorio.

That can happen when the steam cloud sync is not finished yet, you can try if disabling it for factorio fixes the issue.

Steam cloud was already disabled.

Check the steam logs.

I didn't see anything in them about save cloud syncing

I restarted my computer and that fixed the issue

This happens to me, on windows, if I open a mod's webpage in my browser by clicking on the link ingame to do so (in the ingame mod browser, going to "source" or the factorio mod db page, opening a tab on my browser).

I can only assume that the opened browser tab somehow ends up counting as a child of factorio's process.

steam won't finish stopping the game unless I close the browser window, at which point steam sees the game as closed.
