[2.1.7] Simple coal liquefaction not outputing heavy oil on center pipe.

The simple coal liquefacation recipe no longer outputs on the center output pipe of the oil refinery. Prior to 2.1 it output heavy oil on all three output pipes.

Is this a bug or intended? Couldn't find reference to it in any FFF or patch notes.
