[2.1.7] Main menu behind technology window when pausing

Reproduction

Using the default keybindings, start a new single-player game and press the keys [T], [Pause], and [Esc].

Observed behavior

The main menu opens behind the technology window.

Expected behavior

Any of (a) it's impossible to toggle the pause state when the technology window is open, (b) escape closes the technology window even when the game is paused, or (c) the main menu opens above the technology window.

EDIT: The same for the Factoriopedia window. This one's harder to figure out since the Factoriopedia window is opaque, but the main menu hides behind it too.

A related thread considers some parts of the Pause in Tech tree behavior not worth fixing.

But I'll second this thread in saying that at least part of this behavior does merit changing: ordinarily, you can exit out of the Tech tree via either T or ESC or the cross in the top right. But if you press Pause in that screen, you can exit out of the screen via neither T nor ESC; the only ways to escape that I'm aware of are to press Pause again or to press the cross in the top right. So if you pressed Pause by accident on this screen and don't realize that the cross button still works, then you're trapped, which doesn't seem good.

Easy minimal fixes for this particular issue: a) Disable the Pause button on this screen, or b) allow exiting the tech screen via ESC and T even if the game is paused.
