[2.1.7] Mining productivity tooltip incorrect rounding

I've mining productivity of 178 researched. This is how it's shown in the tooltip, +1779,99%. Should probably be rounded to whole numbers, like before, so it'd be 1780%.

This happens for most (but not all, not sure how to reproduce exactly) effect calculations, including tooltips:

This is a regression in how floating points are being used (either internally or for display).
