Satellite gets dropped in a cargo pod

Running vanilla (no space age), and I notice a warning about "unclaimed items waiting in drop pods".
I check it out, and...

There's a dropped cargo pod, containing a single satellite.

I have a cargo landing pad slightly to the south for space science, with plenty of space which I'd usually get, but:
1) Why drop a satellite
2) Why leave it in a pod instead of the landing pad?

Launching more satellites drops space science as expected, and I'm not sure when this appeared...
Not sure if this is a bug, but it's hella weird.

Thanks for the report. Do you have any way to reproduce this? Without being able to see it happen I can't really know what might be going wrong - if anything.
