The track at the bottom is signaled for one-way traffic, but in the wrong direction for your train. So it can't go there (or anywhere since that's the only path).

The train at the bottom of the picture? It can't go left because that block of rails is unusable: two ends of the block are one-way in opposite directions, so trains can only travel out, never in.

Going to the right? Are those signals aligned to make it 2-way? I can't tell for sure. And your picture doesn't show the entire rail block the train would go into (which includes everything in that messy intersection with rails going everywhere).

Anyways, there is a useful debugging tool: do you know how to give trains orders to make a temporary stop? When you are doing that, it shows you the path the train would take to travel to the stop before you place it.

So what you can do is you can drag your mouse along the rail line that you think it should be able to drive on, and then when the path vanishes, that's where you've screwed things up so trains can't travel.

In general it seems you need to learn how one-way and two-way signals work.

When you place a signal on only one side of the track, a train can't pass this signal in the other direction at all. The whole track become a one-way track if there is any one-sided signal.

To make a track two-way, all signals on that section need to be two-way signals, with a signal on both sides at every place where you need a signal. Although for two-way tracks, there should only be signals at the ends of each section or you will get deadlocks.
