If I ghost add an item onto water, then bulk remove landfill in the area before anything is built, the ghost and landfill are removed.
If I ghost add an item onto already filled landfill, and then bulk remove landfill in the area before the ghost is built, the ghost and landfill are not removed.
If I ghost add an item half on landfill and half on water, and then bulk remove landfill in the area before the ghost is built, the ghost and landfill are removed.
This inconsistency seems like a bug to me - if I am filtering for only landfill, it shouldn't remove anything else.
Even if I set the entity Blacklist to Entity ghost, it will still remove ghosts in scenarios where it shouldn't.
Even worse - if I set a deconstruction planner to blacklist tile ghosts and entity ghosts, and whitelist tiles to remove landfill (with Normal set), it will remove the entity ghosts and leave the landfill ghosts alone...

The entity ghosts are removed because they are no longer buildable without the landfill ghosts.

I understand that logic but it still seems inconsistent:
-If I deconstruct landfill, why does it only remove ghosts and not built items?
