I created a minimum example for you. 3 ships requiere foundations. if you delete silo 3, then silo 1 and 2 become active. Therefor one unready silo is blocking the request for all ships.
Expectation: 2 of the 3 ships are still delivered or all 3 are still delivered automatically as Silo 3 is not ready.
