[2.0.72] Default key binds unexpectedly changed (one time)

Factorio with Space Age, lightly modded.

I had a one time issue occur: after launching the game, I attempted to copy paste using the typical keybinds, and they weren't working (Not sure if I had copy pasted prior and it was working, or if this was the first time on this loading of the game).
Examining the control settings, I saw the attached screenshot. I reset control binds to defaults, and the controls persisted as shown in the image.

I reloaded the save, and the issue persisted.

I believe (very uncertain on this part) I relaunched the game, and the issue persisted.

I then examined the config.ini file, and it showed the expected copy paste commands using CTRL C and CTRL V.
I then relaunched the game, and suddenly it was working again.

I don't think this is a replicable bug, and I have no clue what could have caused this.
