[2.0.72] Cannot use the numpad nav keys to move the caret while typing?

Context: My old keyboard stopped working so I got a new one. This one does not have a nav cluster, but it does have a numpad which have had nav commands built into the keys as alternative functions since at least 1981.

I found that when I was doing some benign work setting requests on a space platform, I was not able to use the numpad arrow keys to move the caret in the text box, even when numlock was off. The numpad works fine for inputting numbers when numlock is on, of course, just the numpad nav commands are not being recognised. A cursory search did not reveal anyone else having this issue, so I am quite confused. Is there a workaround for this issue that anyone knows of?
