Please, see the screenshot. The ship just dropped an empty legendary barrel on Aquillo and despite having all wait (i.e go go) conditions met continues to wait and completely stops at the planet waiting for the water barrel request. The planet has no barrels (or anything else) on the way (as this barrel is a token and the empty one was just dropped). The ship continues to wait for quite a while until it receives the legendary barrel with water (as it reaches the planet, gets transferred to the machine to get filled then to rocket and then back to the ship). Only then the ship departs.
This is unexpected behavior and very odd. Also I this seems to not happen every single time and seems consistent. I could not establish exactly what different between cases when it suddenly worked and the ship would not stop and continue. Everything seems the same when it works and when it doesn't.
On the second screenshot exactly the same situation, but they ship "flew by" correctly , quickly dropping the barrel and continuing on.

No it is not waiting for any incoming rockets! There is nothing being sent or requested from the planet (other than the water barrel, which does not exist there yet). Yes , this would be obvious answer. Sorry, if this comes arrogant, but I am a software guy and having been troubleshooting this for a bit.
I guess, there are sometimes incoming rockets with Aquillo science, but those are going to a different ship and have nothing to do with this ship.
Just checked and in the case when it works correctly there are also rockets coming from Aquillo to a different cargo ship, so that has no impact.

I think I figured out what happens. It does send a rocket ... sigh. The level of Quantum processors dropped slightly since a few of them were used with the leftover of promethium chunks on the belts. I don't want to request them, but it tries to top up immediately.
For 2.1 It would be great to have a checkbox like "Unload", but also "Request". So if unchecked it does not try to request anything from the planet for this type of scenarios where you may visit the same planet a few times to do different things.
