Add more quality options to UnitProtype

TL;DR
Right now the only way that quality can affect Biters is increased health. This drastically reduces how much can this be used.

What?
All units should have possible modifier to their speed,attack,health, etc via quality. Even better if We as mod makes can set the scale per quality level including default max health during runtime.
Even better if they could have equipment grid as well, to further increase options without doing a lot of logic inside scripts.
Why?
Firstly this would make it possible for mod makers to make enemies more interesting and it would also make it, easier to test balancing of the enemy forces.
