How to post videos inline?

viewtopic.php?p=674901#p674901 doesn't seem to be working. It's a mp4 created by OBS. The local file plays fine in my browser.

1) Upload the Attachment
2) Right-Click the Attachment Link under the Post; "Copy Link"

3) Place the copied URL Inside of a bbcode "mp4" tag:
