From my observation it's causing space platform to leave if any item it's requesting (and probably providing to another place) reached 0.

So far this worked flawlessly for a day of playing and lot's of research and Nauvis renovation.

If I research stuff and just science pack runs out it will go replenish it, if I use artillery and Tungsteel runs out it will go replenish; without need for combinatoring/programming condition for every item requested = 0.
