I just encountered this bug in my game, not sure if it's just a visual bug or what, but here's what I had done. (I have not tried to reproduce this.)
1. Have a space platform capable of travel parked above Vulcanis with an active in-progress logistics request. Travel mode is automatic and there's a wait condition for the logistics request. This stop is the first in the list of entries. The second entry should be Nauvis.
2. While parked above Vulcanis and still waiting for logistics requests to be fulfilled, add a new stop for Fulgora (this appears below Nauvis by default).
3. Click and drag the Fulgora stop to be between Vulcanis and Nauvis (i.e. it should be the next destination once Vulcanis requirements are satisfied).
4. Once Vulcanis is satisfied, notice that the actual behavior is the platform travels to Nauvis (i.e. right side panel and remote view left panel says traveling to Nauvis), but on the Space Platform Hub screen, the "stop" icon is selected for Fulgora (i.e. the UI in the remote Hub screen thinks its on the travel to fulgora step).
5. Ship eventually reaches nauvis, completely ignoring/skipping over the Fulgora stop I had added.

There is no direct path from vulcanus to fulgora.
