[Suggestion] Quality Fluid Storage Tanks Capacity setting

For the sake of game consistency I propose to implement quality scaling for fluid storage tanks same as it's already done to fluid wagons in v2.0.29 with quality_affects_capacity setting defaulted to False. We can enable fluid wagon storage quility scaling with it now, but StorageTankPrototype lacks such option
