Train "Circuit" Conditions Require "Send to Train" Enabled

When setting train schedule you can trigger on a circuit value. If a train station does not have the "Send to Train" option enabled, which requires a red/green wire, the train is halted. The check seems to fail no matter the condition.

If no signals are present I would expect it to interpret that as a zero, just as other parts of the circuit network behave since "null" is not valid and no other system halt as far as I am aware.

Below is a simple test I setup. It has two small tracks. The only difference is connecting a red wire to the lower stop "A".

I then have a double headed train with the schedule as shown. It looks for a signal to be zero and moves to the "B" station then returns after a second.

The top train will never move. The bottom train will move back and forth.
