As the title says I'm getting around 3-5 FPS and the cpu is hitting between 90% - 100% usage just on the main menu alone. I am using fedora linux without proton, i've ran a system update, restarted my system, reinstalled factorio and verified factorios files. The low FPS is happening even with mods and without mods, there are no save file locations mentioned as how it happens even on a fresh save but my friend hosts the save from their end. Ive tried other games and I dnt have high CPU or high GPU usage.

Llvmpipe in name of your file tells me right away that you may be using software rendering, instead of GPU acceleration. You need to ensure you have proper driver installed and GPU acceleration enabled first.
That's where GPU supposed to be, but it's LLVM software rendering (done in CPU) instead.
