I had ghost modules (construction requests) on the furnaces and their beacons on 1.X version.
After the migration to 2.X version, the ghosts (most or all, I didn't pay attention) disappeared. I placed them back (copying furnaces with modules over them with a blueprint).
Most of them were constructed when they got to the logistics network.
Now the situation is the following:
* some of the furnaces and beacons have neither ghosts not inserted modules (though they should have)
* when there are no modules available for construction, they still show the "entities are missing the material for construction" (the count is not consistent)
* when at least one module lays in the logistics chest (available for construction), the alert for the same type of the modules disappears (after ~10 seconds of delay). No robots fetch it for constructing.
The area is covered with roboports and there are robots available.
The behavior is stable with every save and was reproduced with the same save on a different computer.
Mods: the behavior appeared with "Kryzeth Standard library" (https://mods.factorio.com/mod/kry_stdlib) and "Vehicle equipment grid" (https://mods.factorio.com/mod/kry-vehicle-grids) enabled, but was reproduced from the same save after the mods were disabled.
Expectation: consistent behavior.

Do you have the original 1.1 save file that I can test with? I suspect it's a migration issue from 1.1 save files into 2.0.
