[2.0.30][windows] Starting with failed to load mod elevated-rails

After I update the game automatically on Steam from 2.0.28 to 2.0.30 today, I can no longer start the game. To be more precise, whenever I start the game, the error message will pop up: "Failed to load mods: Mod elevated-rails requires Space Age expansion."

The suspicious thing is that the base game version is 2.0.30, but the space-age and elevated-rails mod are all 2.0.28. The mod window shows they are up-to-date, but I suspect they are not. I've tried to change the game version to 2.0.28, 2.0.32 in steam, only the base game version changed, not the space-age and elevated-rails mod version (they stayed at 2.0.28). And the same error message continuous to pop up. I've also tried reinstall the game, but nothing changes.

After auto-updated to 2.0.32, this problem persisted.
