There's only this one port requesting bots. Thousand bots standing in ports that are not requesting any bots. Requester chests shows 0, so all those bots are standing in ports

Every robot request in a roboport seems to reserve slot(s) for itself.
So it's likely the requests for 200 normal + 50 uncommon + 50 rare + 50 epic logistic robots reserve all 7 roboport slots, and there is no free slot for common/uncommon/rare construction robots.
