I have this setup . meant to make quality modules up to 3 with all quality uncommon to legendary. level 1 works they are each on different circuits, not connected to each other. the middle machine and the bottom doesn't work, it gets the signal but it mixes up and outputs the input materials. (like instead of getting the lvl 3 receipe it initiates lvl2 and outputs all level 3 ingredients that were inserted in the machine.)
I think it might be bugged got the same setup for other stuff seems fine.

The issue seems to be that the recipe setting signal does not last long enough.
If there are exactly 4 module 1s in the requester chest, the decider enables that recipe, recipe gets set, inserter starts inputting ingredients (including module 1s) into the machine.
Now the amount of modules is less than 4, the decider disables the recipe, the machine resets the recipe, and puts all ingredients into the trash slots. Robots move items as appropriate and the cycle repeats.
Similarly for other ingredients, if their total amount in the network hovers at or slightly above the minimum required.
