[2.0.28] Turbo Belt Lanes Move At Different Speeds

The left and right lanes of my green belt loop move at different speeds.

After procrastinating several hours, I rebooted Gleba and when I checked on my captive biter spawners on Nauvis, I noticed this strange behavior on my belt of spoilage, bioflux, and biter eggs.

I tried making other loops of belts and the inner and outer lanes both moved at the same speed.

Thanks for the report. This is because the inner belt loop is almost completely full and it can only move at the speed of the biggest gap on the belt.
