Parameters for lamp logic

What it says on the tin.
Currently, it is not possible to parameterize settings for lamps themselves.
For example, the enable/disable settings.

We can do this with inserters, I don't see why lamps are left out. It would be good to be able to parameterize lamps, for consistency's sake if not anything else.
