[2.0.28] Cannot restore blueprint library after going back to older version

What happened:
I updated from 2.0.23 to 2.0.28
I made a blueprint and added it to my library
I reverted back to 2.0.23 (on steam)
The game couldn't load the blueprint library so it was now empty
I changed back to 2.0.28 to get my blueprints back (I copied blueprint-storage-backup.dat and renamed it blueprint-storage.dat)
Blueprint library is still empty

Notes:
I do not have steam cloud enabled for factorio.
The blueprint-storage.dat is 21MB and last modified date is from yesterday when I first played on 2.0.28

I have tried restoring blueprints from a save but the most recent save is several days old so it does not have everything
