I am submitting it as a bug report because I feels like the intension is to be able to set things up to happen automatically a lot of the time, and here it cannot be set to do that.
The suggestion is to allow Cargo bays and space platforms to be received by a space platform even if there is no spacing, assuming there is an ability to build it immediately. Exact requirements below.
The purpose is to make it so that the player cannot be deadlocked by a damaged ship.
The problematic scenario is when a ship which is too full is damaged and loses a cargo bay (or because they are often clustered, several). In this case, the hub will be completely full and the platform will be imposable to repair, without sending stuff back down and disabling a bunch of requests.
The conditions I suggest for the rebuilt are exactly those which cannot be used to cheese to get over capacity
Requiring 50 unbuilt foundations allows them all to be built. (alternatively allow this case to override the default behavior of always launching a full rocket, it would instead only request and launch the number it can build)
Requiring a cargo bay to be buildable next to the hub or a connected bay means that the extra hubs will fit in the new hub.
The 2 of these are enough to allow a damaged platform to be rebuilt even when damaged
Allow cargo bay to be recived and build when there is no room
