[boskid] Pumps can set filters using negative signals

When you set filters for pumps using circuits they use any nonzero fluid signals, which while not a big deal in itself, tough slightly annoying to deal with, also is just plain inconsistent behavior considering that inserters only set their filter using positive signals, which is an actually useful trait.

Thanks for the report however this is not a bug. Assembling machines also do not care about what the value of a signal is.

Then maybe more than just pumps need fixing in that regard.

Uh, no. Assembling machines do ignore negative signals.

And so do asteroid collectors and turrets, for that matter.

Thanks for the report. Issue is now fixed for 2.0.29.
