Add Delay Timer to Smart Inserters

I'd like to be able to set a Smart Inserter on an idle_timer so that I can tell it to count down from any number of minutes, and not start inserting anything until those minutes have passed.

In general, I'd like to see more timer functions added to the game, but this could be a good first step.

I don't see how a delay timer on smart inserters is useful, but then again I don't know what you're trying to accomplish with it.

In FFF #66 kovarex explained that they would add to the circuit network and allow more sensors, receivers and options to manipulate the signal.
So instead of adding this functionality to the smart inserter it should be added as a new generic sensor/option, so it can be used by all entities that can be manipulated by signals (smart assemblers, furnaces, miners, ...?).

Timers should be one of the things, that new circuit network should have. Think more general, Peter. :)
Cool suggestion: Eatable MOUSE-pointers.
